New Jersey requires the 13VH registration number on every contract, estimate and advertisement. A contractor who can’t produce it on the spot has answered the question.

2. Look it up

The Division’s License Verification, with “Home Improvement Contractors” as the profession. The record shows status, issue and expiry dates and the registered name; a lapsed registration shows as Expired.

3. Ask for what the record does not show

A current certificate of liability insurance — the state required it to register, and it should be current — and the written contract New Jersey law requires for any job over $500: start and end dates, the total price, and the three-day cancellation notice.
