156 businesses hold a current contractor license carrying the FLR flooring designation with an address of record in Virginia, per DPOR’s regulant list on September 9, 2026. Every one of them is listed on this page, by city, with its license record. Nothing else gets a business on the list — not a sign-up, not a review score, not a payment.
Virginia licenses contractors by the size of the job as much as by trade. Class C covers single contracts up to $10,000, Class B up to $120,000, Class A is unlimited, and any job over $1,000 requires one of them. Each license then carries specialty designations, and FLR — Flooring and Floor Covering Contracting — is the flooring one: pre-approval by the Board for Contractors, a trade exam, and one to five years of experience depending on class.
Most flooring in Virginia is installed under other designations — HIC (home improvement) or RBC (residential building) — which is legal, but those designations say nothing about flooring, and the record cannot tell a flooring company from a kitchen remodeler. This list is the licenses that carry the FLR designation, and only those. It is a short list on purpose.

Virginia requires the license number on every contract and advertisement. A contractor who can’t produce it on the spot has answered the question.

Class C stops at $10,000 per contract and Class B at $120,000. Confirm FLR is among the designations, then confirm the class covers your bid.

Yes, for any job over $1,000. Virginia issues Class A, B and C contractor licenses by contract size, and each carries specialty designations; FLR, Flooring and Floor Covering Contracting, is the flooring one, issued by the Board for Contractors at DPOR.
Because it lists only licenses carrying the FLR designation. Many Virginia flooring businesses work under HIC (home improvement) or RBC (residential building) instead, which is legal and common — but those designations say nothing about flooring, and a list built on them would be a list of remodelers. The record can only vouch for what it names.
It holds a Virginia license without the FLR designation, its address of record is outside Virginia, or the license is not current on DPOR’s list. The list is pulled whole from DPOR with every build, so a licensee who is missing today should check their record with the board.
