The standard in California

California licenses flooring as its own trade. A C-15 Flooring and Floor Covering license means the qualifying person showed four years of journeyman-level experience, passed a trade exam and a law-and-business exam, filed a $25,000 contractor’s bond, and either carries workers’ compensation or has certified in writing that the business has no employees. Any flooring job over $1,000 in labor and materials legally requires one.

Tile and stone are a separate license, C-54, and a general building contractor (B) can install floors as part of a larger job. The businesses here are the ones whose license is the floor itself.

1. Get the number

It has to be on the contract, the estimate, the truck and the business card. A contractor who can’t produce it on the spot has answered the question.

2. Look it up

CSLB’s Check a License page. Numbers only — a “license” with letters in it is not a CSLB license.

3. Read past the green bar

“Current and active” is the start. Confirm C-15 is on the classification list, the bond is in force, and workers’ comp is either carried or the exemption is signed — an exempt business that shows up with a crew is uninsured on your property.

Common questions

Licensed installers in California — frequently asked

Yes, for any job over $1,000 in labor and materials combined. The classification is C-15, Flooring and Floor Covering, issued by the Contractors State License Board. Tile and stone setters hold a separate C-54. A handyman may do flooring work under the $1,000 line without a license, and may not advertise as a contractor.

That the qualifying person showed four years of journeyman-level experience, passed a trade exam and a law-and-business exam, has a $25,000 contractor’s bond on file, and either carries workers’ compensation or has certified in writing that the business has no employees. It does not grade the work, and CSLB says so on its own pages.

Three reasons cover nearly all of them: the license is a B general building license rather than a C-15, the address of record is outside California, or the license is not currently active on the board’s list. The list is pulled whole from CSLB with every build, so a licensee who is missing today should check their record with the board.

No business is on this page because it paid, and no business is off it because it did not. Listings are sorted by license number, oldest first. If a sponsored position is ever offered it will be labeled as one and can only reorder businesses that already qualify.

Public records, in the open

Every business here was taken from the CSLB register on September 8, 2026, not from a sign-up form. The verified block on each card comes from the state record and only changes when the record does. A business that wants a correction should correct it with the board; it will flow through on the next build.

If a sponsored position is ever offered, it will be labeled as one, and it can only reorder businesses that already qualify. It cannot put an unlicensed business on this page. That rule is the page.

License status is as of the date shown on each card and can change at any time. The board does not endorse any contractor, and neither does this list — a license means the minimum legal standard was met. Check the current record before you sign anything.
